GSE deposit refund: rules, documents and procedure
The GSE (Gestore dei Servizi Energetici, Italy's energy services operator) requires a specific procedure for the disposal of incentivised photovoltaic systems at the end of their life cycle.
For systems incentivised under the Conto Energia schemes, a deposit is paid when applying for the incentives, to cover the cost of disposing of the panels at the end of their life.
The refund is due only if disposal is documented with the FIR and the WEEE certificate.
Who is entitled to the refund
The owner or operator of the system who can prove that disposal was carried out in accordance with the WEEE regulations (Italian Legislative Decree 49/2014). This means using authorised operators and obtaining the necessary documentation.
The documents required
- The Waste Identification Form (FIR).
- The WEEE certificate issued by the treatment plant.
Without these documents the GSE does not recognise the correct decommissioning of the system and does not refund the deposit paid.
The procedure step by step
- Check of the system's position and of the deposit paid.
- Decommissioning entrusted to an authorised operator.
- Collection, transport and treatment, with issue of the FIR.
- Issue of the WEEE certificate by the plant.
- Submission of the documentation to the GSE and refund request.
